Each Family and Family day care membership is required to complete 5 hours of rostered duty per year.
Each Short term 6 month membership is required to complete 2.5 hours of rostered duty per year.
A $50 refundable duty levy is payable at the commencement of each membership year. The levy will either be rolled over or refunded at the end of the membership year, provided all five (5) hours of duty have been completed in that year. To the extent that they were not completed, an amount of $10 per hour will be retained by the toy library. For families holding a Healthcare card, a further discount of $25.00 is provided on the total duty roster levy, and the levy will be retained at a rate of $5 per hour of duty not completed.
Duty levy will be returned to members at the end of their membership, provided duty hours are completed, with the completion of the exit survey.
If you do not complete your hours of rostered duty per year, you will be charged $10.00 for each hour not completed.
The Toy Library needs a list of members who are able to perform rostered duty at short notice. If you are willing to do this, you only need to complete 4 hours of rostered duty per year and are not required to put your name down on the duty roster at the Toy Library. We will contact you if / when you are required. If you think that this would suit you, please contact us so we can record this against your membership details on our computer system. If you are a new member or are renewing your membership you can indicate your interest on the application / renewal form. If there is a particular session that you would prefer or alternatively any that are not suitable for you, please let us know.

Every child who is a member of the Carnegie Toy Library is entitled to borrow 3 items for up to 3 weeks plus 1 additional game or puzzle. Please check that you have all the pieces and/or accessories of your selected toys before leaving the Toy Library. Please note that toys cannot be returned within the last 10 minutes of any borrowing / returns session.
If toys are returned late, overdue fees will be charged to members, refer to Overdue Toys below.
The same toys cannot be re-borrowed by the same member on the date of return
All toys should be returned in the same condition that they are borrowed, so please take care.
Please ensure all toys are returned clean by wiping each part before replacing them in their plastic bag / tub. Please avoid fully immersing toys in water as this often causes stickers to come off and can cause some parts to rust. Baby toys may need to be cleaned with disinfectant before being returned.
All toy pieces must be checked prior to leaving the Toy Library. Upon returning the toy any missing pieces will be the member’s responsibility.
Every effort should be made to return all pieces of a toy.
The Toy Library will accept borrowed toys back provided any missing pieces do not affect the ability of the toys to be re-borrowed. However a fine of $2 per missing item/piece will apply for which a $1 refund per item/piece will apply if the missing item is later found and returned.
Members will be given 3 weeks to find the missing pieces and return them to the Toy Library
If the pieces of or a whole toy cannot be found or the member knows it has been lost forever, the committee will decide on an appropriate fine, usually based on the replacement cost of the toy.
Members must not substitute parts to any toys without the Session Coordinator’s consent. Failure to comply could result in memberships being terminated.
The Toy Library understands that toys are sometimes broken or damaged during the normal course of play. Please do not attempt to repair damaged toys yourself.
Please tell the Session Coordinator if a toy is broken or is showing signs of wear and tear on return of the toy. The Toy Library can usually obtain replacement parts for toys from the manufacturer or retailer.
If a toy is damaged beyond repair, the committee will decide whether a fine will be charged to the member who damaged the borrowed toy – up to the value of replacement.
All toys must be returned with the plastic bag / tub they were borrowed with. The following fines may be charged if they are missing or damaged; Plastic Bags - up to $5.00 and Plastic Tubs - up to $20.00 (depending on size).
Toys are considered overdue if they are returned after the 3week borrowing period. The following conditions will be adhered to:
Toys are can be borrowed for up to 3 weeks after which they must be returned.
Each month the Toy Library Coordinator will send an SMS message to any member who has overdue items. This SMS reminder will begin once the toys have been overdue for more than a few weeks.
If a member has special circumstances why toys cannot be returned on time, they should if possible alert the Toy Library before the toys become overdue by phone or email. A one week extension will be granted, and possibly more, depending on the circumstances.
If a toy is returned late an overdue fee of $1.00 per toy per week will be charged. Fees will not be charged for any Public Holidays or School holidays (including Christmas holidays) when the library is closed, final fees will be checked by the Toy Library Session Coordinator.
The overdue toy fee is capped at $100 per member per overdue occurrence.
A Member may request the Caulfield Community Toy Library Committee in writing to review their case if they have a particular grievance with the applicable fee.
If the overdue toy/s are never returned, the Member will be charged the overdue toy cap of $100 plus the replacement cost of each toy. The Member will not be allowed to borrow any further items until this amount is paid.
All toys available for borrowing from the Library are treated equally in regards to calculating overdue fees. A late puzzle is equal to a late bike which is equal to a late costume etc.
The Toy Library’s focus is the return of the toys for use by other members, not the money made from fines. The overdue fee structure is in place as a deterrent.
Safety Warning on Plastic bags
Many of the toys for borrowing are stored in plastic bags. The Caulfield Community Toy Library wishes to remind members the dangers of leaving a child unattended with a plastic bag.
Choking and suffocation are major risks for babies and toddlers for a number of reasons. From only a few months of age, infants put objects in their mouths – this is one of the ways they learn about things. Young children are naturally curious and will always be exploring their environment – they will look and touch, tug and experiment. Plastic bags, dry cleaning bags and plastic wrap are especially dangerous for young children. A child can easily suffocate if they pull them over their heads. Please ensure all toy library plastic bags are kept out of children’s play area.
The Caulfield Community Toy Library Inc. ("Provider") is pleased to make bicycles and scooters available to subscribers ("the Service").
As a subscriber to the Service you acknowledge that there are dangers and risks inherent with bicycle and scooter riding (the “Activity”) to which any child under your supervision ("Your Child") may be exposed.
The Provider does not provide protective clothing or bicycle helmets and it is your responsibility to ensure that Your Child wears a helmet at all times and is otherwise appropriately attired when participating in the Activity. You agree that Your Child will participate in the Activity at your own risk. You also agree to voluntarily assume responsibility for supervising the Activity and any injury, death or property damage you or Your Child may suffer or cause as a result of participating in the Activity.
To the maximum extent possible at law, you (both in your personal capacity and on behalf of Your Child) agree to release, hold harmless and indemnify the Provider and its respective officers, employees, servants, agents and contractors (the “Indemnified Persons”) against all actions, claims, suits, costs, expenses, demands and damages suffered or incurred by the Indemnified Persons or any one or more of them by reason of, or in respect of, or in any manner whatsoever arising out of, or caused by, your use of the Service or Your Child's participation in the Activity.
You agree that you are subscribing to the Service on the express condition that the Provider:
(a) will, under no circumstances be liable or responsible in any manner whatsoever for any death, loss, accident, damage or injury to you, Your Child or any of your servants, agents, contractors, visitors or invitees or any other person whatsoever (“Related Party”) which may happen as a result of your use of the Service or Your Child participating in the Activity; and
(b) will not incur or be under any liability whatsoever to you, Your Child, or to any Related Party for any loss, damage or injury to or in respect of any of your property or of any Related Party’s property.
The Provider is not liable to you, Your Child or any Related Party in respect of any indirect or consequential loss. For the avoidance of doubt, ‘consequential loss’ means loss or damage arising from a breach of contract, tort (including negligence), under statute or any other basis in law or equity of an indirect or consequential nature including, but without limitation, loss of profits, loss of revenue, loss or denial of opportunity, loss of goodwill, loss of business reputation, future reputation or publicity, damage to credit rating and indirect, remote, abnormal or unforeseeable loss, or any similar loss whether or not in the reasonable contemplation of the parties.
When you visit the Caulfield Community Toy Library, children are always welcome to help select a toy. However, we ask that you supervise your little ones and ensure that the contents of toy tubs and bags are not tipped over the floor and played with. The Toy Library is not a playgroup. Please ensure that the only time that tubs or bags are opened is when you are checking that all the items are present or when checking that a toy is suitable for your child.
As there are always babies, toddlers and prams at the Toy Library (as well as expensive computer equipment), we ask that large toys are not ridden recklessly and unsupervised around the library. We ask that all big items stay out of way so members can move around the library.
The Caulfield Community Toy Library Membership is an annual membership lasting for 6 or 12 months from the date of joining/renewing. In order to keep this structure the library does not offer Membership suspensions / on-holds to members who may be away on holiday etc. If a Member is intending to be absent for a considerable period of time within the year and would like to defer their Membership they may request in writing that the Caulfield Community Toy Library Committee review their situation prior to their absence.
